Art. 149. The family, being the foundation of the nation, is a basic social institution which public policy cherishes and protects. Consequently, family relations are governed by law and no custom, practice or agreement destructive of the family shall be recognized or given effect. Artikulo. 149. Ang pamilya, ang pundasyon ng bansa, ay isang pangunahing institusyong panlipunan kung saan pinangangalagaan at pinoprotektahan ng pampublikong patakaran. Dahil dito, ang mga relasyon sa pamilya ay pinamamahalaan ng batas at walang pasadyang, pagsasagawa o kasunduan na nakakasira ng pamilya ang dapat kilalanin o mabigyan ng bisa. Family as a sacrosanct institution is a principle well-entrenched in the 1987 Philippine Constitution particularly in Section 12 Article II which provides: “The State recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution. It shall equally protect the life of the mother and the life of the unborn from conception. The Comptroller and Auditor-General shall perform such duties and exercise such powers in relation to the accounts of the Union and of the States and of any other authority or body as may be prescribed by or under any law made by Parliament and, until provision in that behalf is so made, shall perform such duties and exercise such powers in relation to the accounts of the Union and of the States as were conferred on or exercisable by the Auditor-General of India immediately before the commencement of this Constitution in relation to the accounts of the Dominion of India and of the Provinces respectively.
