7241 noc code

Hello All, i have LMIA based work permit NOC code 7241 electrician in BC. i want to know should i wait for one year in order to calculate my experience in canada to apply express entry under FSWP or CEC? i calculate my points ,its around 460 without 1 year complete . already have 2 years of experience from india in same noc. please let me know if someone have same profile. what should i do to apply before 1 year. i can only get ielts maximum 6.5 bands overall in general category. thanks
